United States Minister on April 18th communicated to me following comments of State Department on agreed texts of March 27th.

Transfer of jurisdiction paragraph 2.
In order to ensure to American citizens rights to seck redress in administrative courts it is suggested that the words "both administrative and judicial" might be added after "other matters of procedure".
3.
It might be desirable to strengthen the third paragraph by an exchange of notes providing that even in times of martial law American citizens might not be subjected to courts martial.
4. It would be better if agreed minute regarding lawyers were embodied in an exchange of notes.
I do not propose to take any action on the above suggestions unless instructed to do so. In any case
we shall presumably be able to introduce into our texts any advantageous amendments Americans might secure. As regards the first point I see the American point but am a little doubtful about introducing reference to administrative matters in this context. As regards
